Tehama County Jail

The Tehama County Jail is located at 502 Oak Street (corner of Oak & Madison) in Red Bluff, California. It was built in 1974 with additions completed in 1994. The Main Jail has a capacity for 227 inmates and houses sentenced and pre-sentenced inmates.

The Main Jail is managed by Captain Sherrill and Lieutenant Becker. Supervisors include an Administrative Correction Sergeant, four (4) Correction Sergeants, a Cook Supervisor, and a Medical Supervisor. Other workers in the jail include Correctional Deputies, Sheriff Service Officers, Clerks, Cooks, and Nurses, Reserve Officers and S.T.A.R.S. Volunteers who also add to the work force of the jail.

The Jail Division is the largest Division of the Tehama County Sheriff’s Office and comprises about half of the Sheriff Office’s personnel and budget.

The Jail Division includes the Main Jail, Courts, Transportation Unit, Medical Unit, and Food Services.

Captain Rob Bakken

Captain Bakken has worked for the Tehama County Sheriff’s Office since January 2001. During his employment with the Tehama County Sheriff’s Office Captain Bakken has held the ranks of Correctional Officer, Correctional Sergeant, Deputy Sheriff, Detective and Lieutenant.

Captain Bakken began his employment in January 2001 as a Correctional Officer assigned to the Tehama County Jail responsible for the supervision and transportation of inmates. As a Correctional Officer, Captain Bakken was assigned as the Jail Classification Officer, Inmate Programs Coordinator, Jail Training Officer, and Jail Training Coordinator.

Captain Bakken attended the basic P.O.S.T. academy at Butte Community College in 2005. Upon graduation from the academy Captain Bakken was promoted to the rank of Deputy Sheriff and was assigned to the patrol division. Captain Bakken was assigned as a Field Training Officer and participated in the training of deputies in the patrol division and has been assigned as a shift supervisor for patrol shifts.

Captain Bakken was promoted to the rank of Detective in 2018 and assigned to the Tehama Major Crimes Unit where he was assigned a variety of investigations including homicides, sexual assaults, and child abuse cases.

Captain Bakken was promoted to the rank of Lieutenant in 2021 and assigned to the Custody Division. Captain Bakken moved to supervising the Operations and Major Crimes division before promoting to Captain in January of 2026.

Captain Bakken is currently assigned as the department Public Information Officer, Hostage/Crisis Negotiator, Computer Voice Stress Analyzer Operator and as a Report Writing Instructor.

When he is not at work Captain Bakken enjoys spending time with his wife and two children.

Lieutenant Steve Becker

Correctional Lieutenant Becker is a veteran of the United States Air Force serving nearly eight years as a member of Security Forces rising to the rank of Staff Sergeant.

After his honorable discharge from the Air Force in 2001, Lieutenant Becker joined the Tehama County Sheriff’s Department as a Correctional Officer.  Working as a Correctional Officer, Lieutenant Becker was responsible for the supervision and transportation of inmates housed in the Tehama County Jail.  During this period Lieutenant Becker took on the part of Jail Training Officer, training newly hired Correctional Officers in their duties in the Jail.

In 2015 Lieutenant Becker was promoted to Correctional Sergeant beginning his supervisory role with the Sheriff’s Department.  In this role, Lieutenant Becker was assigned as the Jail Training Coordinator before eventually being assigned to the Jail Administration as the Administrative Sergeant and Alternative Custody supervisor.

 

Lieutenant Becker was promoted to the rank of Correctional Lieutenant in December of 2024, making him the first Correctional Lieutenant in the history of the Tehama County Sheriff’s Department.

 

When he is not at work Lieutenant Becker enjoys spending time with his wife, his four adult sons and his young daughter.

Correctional Sergeant
Scotty Kelley

Sgt. Kelley joined the Tehama County Sheriff’s Office in 2012 as a Correctional Officer.  Since then, he has served as Jail Training Officer, Officer-in-Charge,  assistant Classification Officer, and Superior Court Bailiff.  Sgt. Kelley currently serves as the Jail Division’s Defensive Tactics Instructor, Impact Weapons Instructor and CVSA Examiner.  Sgt. Kelley is also a member of the Sheriff’s Honor Guard and Social Media team.  Sgt. Kelley is a 2023 graduate of the University of Arkansas Grantham with a B.A. degree in Criminal Justice.
