Captain Dave Kain

Captain Dave Kain began his law enforcement career in 1995 as a Reserve Police Officer for the City of Woodland. From there he went to Corning Police Department where he served as a Canine handler, Field Training Officer, Gang Investigator, SWAT team member and worked two tours in narcotics.

In 2008, Dave promoted to Sergeant with the Tehama County Sheriff’s Office where he was assigned to the Operations Division as a patrol sergeant. Dave continued his service as a SWAT team leader for the Sheriff’s Office. In 2011, Dave was assigned as the Investigations Sergeant, where he supervised Detectives, task force agents of TIDE and Deputy Coroners.

In November 2013, Dave was promoted to Captain. He currently oversees the Operations, Jail and Administrative Divisions. He is also the Tactical Commander for the SWAT Team.

Captain Kain resides in the Red Bluff area. He has five children and enjoys hunting, fishing and sports.

Lieutenant Bakken has worked for the Tehama County Sheriff’s Office since January 2001. During his employment with the Tehama County Sheriff’s Office Lieutenant Bakken has held the ranks of Correctional Officer, Correctional Sergeant, Deputy Sheriff, Detective and Lieutenant.

Lieutenant Bakken began his employment in January 2001 as a Correctional Officer assigned to the Tehama County Jail responsible for the supervision and transportation of inmates. As a Correctional Officer, Lieutenant Bakken was assigned as the jail Classification Officer, Inmate Programs Coordinator, Jail Training Officer, and Jail Training Coordinator.

Lieutenant Bakken attended the basic P.O.S.T. academy at Butte Community College in 2005. Upon graduation from the academy Lieutenant Bakken was promoted to the rank of Deputy Sheriff and was assigned to the patrol division. Lieutenant Bakken was assigned as a Field Training Officer and participated in the training of deputies in the patrol division and has been assigned as a shift supervisor for patrol shifts.

Lieutenant Bakken was promoted to the rank of Detective in 2018 and assigned to the Tehama Major Crimes Unit where he was assigned a variety of investigations including homicides, sexual assaults, and child abuse cases.

Lieutenant Bakken was promoted to the rank of Lieutenant in 2021 and assigned to the Custody Division.

Lieutenant Bakken currently is currently assigned as the department Public Information Officer, Hostage/Crisis Negotiator, Computer Voice Stress Analyzer Operator and as a Report Writing Instructor.

When he is not at work Lieutenant Bakken enjoys spending time with his wife and two children.

Tehama County Jail

The Tehama County Jail is located at 502 Oak Street (corner of Oak & Madison) in Red Bluff, California. It was built in 1974 with additions completed in 1994. The Main Jail has a capacity for 227 inmates and houses sentenced and pre-sentenced inmates.

The Main Jail is managed by Captain Kain. Supervisors include an Administrative CO Sergeant, four (4) CO Sergeants, a Cook Supervisor, and a Medical Supervisor. Other workers in the jail include Deputies, Correctional Officers, Sheriff Service Officers, Clerks, Cooks, and Nurses, Reserve Officers and S.T.A.R.S. Volunteers also add to the work force of the jail.

The Jail Division is the largest Division of the Tehama County Sheriff’s Office and comprises about half of the Sheriff Office’s personnel and budget. The Jail has the capacity to house 227 inmates.
